EU Packaging & Packaging Waste Regulation (PPWR)

The clock is ticking.

PPWR (Regulation EU 2025/40) applies from 12 August 2026 — replacing packaging law that has been in force for over 30 years. Unlike its predecessor, it applies directly across all EU member states with no national variation. If your business manufactures, imports, distributes, or sells packaged goods in the EU, you are in scope.


The scale of the problem

Packaging is one of Europe's most pressing waste challenges:

  • 40% of all plastics used in the EU go into packaging

  • Packaging accounts for half of all marine litter in Europe

  • Packaging waste volumes increased 20% between 2011 and 2022

PPWR is the EU's direct legislative response — the most significant overhaul of European packaging law in over 30 years, aimed at reducing packaging waste and accelerating the transition to a circular economy. Compliance is data-intensive, requiring visibility into packaging materials, supplier information, recyclability, and environmental performance across your entire value chain.

Why this matters to your business

The consequences of non-compliance are significant:

  • France has indicated fines of up to €100,000 per violation; Germany up to €200,000 per violation — with storage, removal, and disposal costs on top.

  • Fines for missing EPR registrations or incorrect reporting could reach up to 4% of annual turnover — comparable to GDPR penalties.

  • Non-compliance can trigger withdrawal or recall of packaging and packaged products.

  • No grace period exists — non-compliant packaging cannot be placed on the EU market after 12 August 2026.

  • Shipments risk customs delays, carrier rejection, and market bans.
